According to Li Jincai, the above plan includes five directions: upgrading of industrial value chain, international development, domestic regional transfer, green sustainable development and personnel training.
In terms of promoting the upgrading of industrial value chain, the development momentum of industrial textiles during the 13th Five Year Plan period is strong, and e-commerce is reconstructing the business chain of textile industry. It is necessary to strengthen scientific and technological innovation, improve the information transformation of the textile industry, enhance the status of textiles in the value chain, and develop the fashion creative textile industry. In terms of international development, Li Jincai said that China's textile industry is facing the dual pressure of "Reindustrialization" of developed countries and the prominent competitive advantages of Southeast Asia and South Asia. It should build its international advantages, promote the internationalization of its own brands, encourage enterprises to integrate the value chain on a global scale, and optimize the export structure.
One belt, one road to the region, Li Jincai said, the large-scale regional economic integration will bring new opportunities for the central and western regions to undertake industrial transfer. The plan will emphasize the shift of the textile industry to the central and western regions by means of the western development, the rise of central China, the "one belt along the way", and the implementation of the general plan for promoting the employment of textile and garment industry in Xinjiang.
